Jake Clark is a Project Development Manager for Encore Renewable Energy. Jake started his career in project management working for the Turner Construction Company on large-scale construction projects in New Jersey ($100MM – $200MM). Jake pivoted from the construction industry to pursue his passion for energy and environmental issues in Law School, where he focused on Energy and Environmental Law. After earning his J.D. in 2013, Jake worked in various roles in Washington D.C. in the energy regulatory sector, gaining experience in Federal Energy Regulatory Commission matters relating to oversight of regional electricity markets, permitting for new electricity generation facilities, and negotiation of power purchase agreements.
During this time, Jake also earned the distinction of becoming a Fellow in the Clean Energy Leadership Institute, a nonprofit organization dedicated to developing a diverse community of leaders across sectors and disciplines who will drive the transition to an equitable, decarbonized, and resilient energy ecosystem. After several years of building up his skill set in the energy space in D.C., Jake relocated to Vermont, working as Special Counsel for the Vermont Department of Public Service, which represents Vermont Ratepayers in cases before the Vermont Public Utility Commission. Jake joined Encore in 2019 as a Project Developer, in a role in which he can leverage his dual background in project management and energy law to advance Encore’s clean energy projects from inception, through design and permitting, to the point where Encore’s EPC team can take the projects through construction, and ultimately to operation. This role requires working with Communities, Towns, Regional Authorities, and State Agencies to build consensus, resolve disputes, obtain permits, and find creative solutions to make Encore’s projects possible. In this capacity, Jake has navigated more than 15MW of Encore solar projects through the permitting process in Vermont alone, and he is excited to now deploy his expertise to develop and permit Encore’s projects in Maine and New York, and throughout New England. Jake has a Bachelor’s degree in Mechanical Engineering from Bucknell University, and he earned his J.D. at the George Washington University Law School.

Jake and his wife Corinne enjoy taking in all that Vermont has to offer, from skiing and hiking in the mountains to sailing on Lake Champlain and kayaking Vermont’s rivers. They are proud to be Aunt Corinne and Uncle Jake to nine nieces and nephews, ranging in age from two to nine. This fall they are embarking on a new adventure – moving into a new home in Burlington.
