Phillip Foy, General Counsel for Encore, provided a presentation to the State of Vermont Climate Caucus, an organization of legislators concerned about climate change and the impacts it will have on the State’s infrastructure, its environment and its residents. In his remarks, Phillip provided detail regarding the history of Renewable Energy Certificates (RECs), legal ramifications related to the sale of RECs, how they promote the advancement of renewable energy generation, and what to expect from their use in the future. The discussion allowed for the legislators as well as members of the public in attendance to better understand RECs and their impact on renewable energy investment and deployment in Vermont.
