Encore Renewable Energy CEO, Chad Farrell, was invited by the Vermont Senate Natural Resources and Energy Committee to provide thoughts regarding next generation commercial-scale solar PV deployment models for the State of Vermont. Mr. Farrell provided a high-level summary of the current status of the solar PV market, offered insights into potential future market developments, and led Senators through an analysis of the elements of a financeable, predictable and scalable program based on a robust definition of the value of solar. The utilization of value adjusters for matters including project siting, customer type, locational generation benefits and the ownership of renewable energy credits was also presented. Mr. Farrell discussed this valuation paradigm shift as one, of several, mechanisms which offer the State of Vermont a well-designed path to move beyond the traditional net metering program which has been in place for commercial, community-scale solar PV projects.
