Chad Farrell, Encore Renewable Energy’s founder and CEO, delivered a presentation on December 6, 2017 at the EPA’s national brownfield conference regarding the benefits and challenges associated with developing, financing and constructing commercial scale solar PV projects on closed capped landfills, using Encore’s South Burlington and Brattleboro, VT projects as examples. The presentation centered on the State of Vermont’s policies to encourage the siting of solar PV projects at landfills and brownfields, as well as the required elements for the successful development and construction of commercial scale solar arrays on landfills. Mr. Farrell’s discussion also included elements of the legislative engagement process that is required to help create a regulatory path for these projects, considerations for engaging the local host community as project champions, thoughts around technical and design parameters, key financing considerations, and construction-related constraints.
